管理机构--SIRIM
SIRIM英文全称是 Standard Of Industrial and Research Institute in Malaysia,是马来西亚工业研究院的简称.马来西亚的认证和检测机构是SIRIM QAS 国际有限公司。SIRIM QAS可以提供符合国际标准，马来西亚国家标准的各种检验，认证和测试服务。
马来西亚标准局（Department of Standard Malaysia，简称DSM）
马来西亚标准的制定由马来西亚标准局负责，其授权马来西亚标准与工业研究协会（The Standard and Industrial Research Institute of Malaysia, 简称：SIRIM）管理标准制定的具体事宜。
CIDB介绍
CIDB 全称：Construction Industry Development Board 建筑工业发展局
2002年底，马来西亚工贸部授权CIDB来负责对1998年且2003&2004修订版的海关指令（禁止进口）中规定的进口建筑产品强制施行马来西亚标准并颁发CoA证书。
CIDB 对用用于建筑用途的钢铁产品颁发COA证书

认证标识
PC+PPS+COA 认证流程
a)确定所进口的建筑产品或材料是否属于强制认证目录；
b)确定所进口的建筑产品或材料归口的产品标准；
c)确定进口的产品数量；
d)确定进口方式；
e)确定认证模式（PC还是FTTR）；
f) 申请PPS；
g) 出货前申请COA；

模式一：PC-产品认证模式（适合长期出货模式）
1）选择有资质的CB；
2）递交产品认证申请；
3）递交COA申请 （可以通过网上e-permit)进行递交；
4）验货（在签发COA之前，CIDB将在目的港验货）；
5）申请PPS；
6）签发COA （验货合格之后三个工作日签发COA；申请方可以在网上直接打印COA证书）；
模式二--FTTR-有合格的型式试验报告（适合出货频率不高的模式）
1）选择CIDB认可的检查机构和测试实验室；
2）取样报告递交至CIDB ；
3）按照标准进行测试；
4）签发FTTR 测试报告 并递交至CIDB（报告有效期6个月）；
5）进口商通过e-permit在线申请COA;
6)CIDB到港验货；
7）申请PPS；
8）签发COA；

-BL 复印件；
-工厂或出口商的认证函；
-箱单和发票复印件；
- PC 证书（长期出货模式）；
-FTTR测试报告（短期出货模式）；
- SSM 注册证复印件（初次申请时需递交）；
-质保书；
注意：对于钢材，如果质保书上发现有不符，CIDB将拒绝该COA申请；
COA 申请失败的情形：
-未按标准要求使用标识；
-未按照CIDB规定准备集装箱；
-抽样的集装箱封条遗失；
-封条在验货之前被破坏；
-产品商标或型号与PC证书不符；
COA豁免的情形
- MITI 更新指导文件；
-CIDB认可的实验室测试样品；
- CIDB挑取的样品；
- MS ISO 13006中未涵盖的产品；如手工陶瓷；非干压瓷砖等；
-MS 147，MS 1522 和MS795中未覆盖的洁具；
- CIDB可以接受的用于少量使用或其他正当理由可以豁免的；
